Enable AquaSnap in Task View for Windows 10

I am using Windows 10 Enterprise with 2 monitors, and can attest to some weird Aquasnap
behavior for the Task Manager. The window behaves as if AeroSnap is active.For example:
1) Win-Left/Right arrow will cause Task Manager to cycle through its 3 windows per monitor
then jump to the next monitor
2) Win-Numpad does nothingHowever, other windows like File Explorer behaves like both AeroSnap and AeroSnap are active.

2) Win-<Numpad> works and Win<6> and Win-<4> can jump to the next monitor.Seems that AeroSnap is not in full control.
